The transfer of cine film to DVD is now a reliable operation, with modern 
software cine film can be captured  to a computer hard drive and burned to
DVD with average skills.
HOWEVER !.. To capture cine film
DIRECT to hard drive from a projector
requires a "telecine" operation which
does not record but converts analogue
images from the film into digital files
on the hard drive. This method is almost loss free and nothing is
copied
until you "burn" the final video file to disc. …………………..

Fact > Cine film is not DVD quality, the quality you get on a disc will depend on the quality of the camera that shot it. the skill of the camera person and the format used.
8 MM cine can be very entertaining
and should exceed VHS video in the
main. Film was designed for projection and purists prefer this,
so a projected screen quality was all most viewers ever saw. If transferred DIRECT to disc the quality is near
to a  SVHS *  TV picture quality.

Amateur 16 mm is rare, it was never
a  "cheap" hobby and if handled and processed well it can give excellent
viewing. 16 mm film is still in use today with film makers and is now almost entirely a professional format but amateur film is still about.

" Flicker" is a common fault  if you copy with a Video camera. Some projectors have a speed control, you need to vary the speed of  the Camera or Projector
